Senate Leader McGuire Fights and Wins for Workforce Housing Neighborhood in Marin
MARIN—Marin County’s innovative newest neighborhood—on the cusp of breaking ground to address a severe lack of affordable housing for teachers, school employees and vital workers—will soon become a reality after Senate President pro Tempore Mike McGuire (D-North Coast) secured the final $7.5 million in funding needed for the project.
In Marin, nearly two-thirds of the local workforce are forced to commute from outside of the county everyday due to some of the most expensive zip codes in the state. The limited housing supply poses a major barrier to local school districts, local healthcare providers, public safety agencies, and other key employers, who struggle to hire and retain employees due to Marin’s steep housing costs.
“Many of the challenges we face in Marin come back to the lack of local workforce housing. I made a promise early on to get Oak Hill across the finish line and with this state investment, we’re doing just that. This new beautiful neighborhood will be a huge shot in the arm for Marin and it is one of the largest workforce housing developments in decades, one that will finally start to make a dent in one of Marin’s most stubborn challenges. The state has been a proud partner on Oak Hill since the start, and I’m grateful to the County Board of Supervisors, the Marin County Office of Education, Assemblymember Connolly, retired Assemblymember Levine, and educational leaders from across the region for their teamwork. We’ll now be able to welcome hundreds of teachers, school employees, and essential workers home to Oak Hill in 2027,” said Senate President pro Tempore Mike McGuire. “This is a model that can help address our housing crisis statewide.”
Oak Hill is located on 8.5 scenic acres of state-owned property near the Larkspur Ferry Terminal overlooking the San Francisco Bay, providing future residents fast access to public transit and recreation. The housing development will offer around 250 one, two, and three-bedroom units, with half available to income-qualifying residents, and 135 earmarked for eligible teachers, school and college staff, and county employees.
“I want to be clear—Oak Hill wouldn’t be happening without Senator Mike McGuire’s tenacity and unwavering commitment to this transformative project,” said Marin County Board of Supervisors chair Mary Sackett. “The County has been proud to help lead this effort and with this final funding now secured, we’ll be able to roll out the welcome mat to hundreds of new neighbors in the coming years. We’re excited to break ground in the months to come!”

From securing the surplus state land to connecting community stakeholders, to this massive budget win, these 250 units of affordable housing in Marin will be a reality thanks to his leadership and our strong partnership with the state. This project has been all about local and state partnership and we’re ready to break ground on affordable workforce housing in Marin!” said Marin County District 4 Supervisor Dennis Rodoni.
Without the state funding allocation, the Oak Hill project was facing a standstill after five years of pre-development planning with local partners. Now Marin County will move forward with updated project financials and timelines available later this year.
